Position Summary

Bell Shelter provides crisis, bridge, interim, and transitional housing for single adults experiencing homelessness in the City of Bell, CA. We provide a broad range of individualized services for our clients, including individualized case management; health/mental health referrals; employment services; educational/vocational services; life skills training; licensed residential drug and alcohol treatment; and permanent housing assistance services. Reporting to the Shelter Program Director, and collaborating with the Director of Bell Shelter Site, Director of Clinical Programs, Business Manager, and program managers, the Quality Assurance Coordinator is responsible for developing and maintaining continuous quality control for the programs and facility, including through the design and maintenance of a variety of reporting tools and mechanisms, ensuring adherence to funder service and reporting requirements. Function as in-house HMIS and SAGE specialist for Bell Shelter staff and participate in regular HMIS and SAGE trainings. Provide support to HR generalist when they are out with all COVID related matters, to include but not limited to data entry support for testing/vaccination of participants and staff.

Pay Range

$25.00/hr. - $28.00/hr.

Essential Functions

DUTIES & RESPONSIBLITIES: (not listed in order of priority)

The Quality Assurance Coordinator is responsible for a variety of continuous quality control functions for Bell Shelter. Central to this position is the development and effective on-going implementation/management of effective data collection and reporting for the various program components, including through the preparation of internal and funder-mandated periodic reports. Other duties and responsibilities include:

  • Develop and maintain a strong working knowledge of the various contracts that support the facility's operation.
  • Function as in-house HMIS specialist for Bell Shelter staff and participate in regular Homeless Management Information System (HMIS) training.
  • Collaborate with Bell Shelter and LAHSA staff in performing continuous quality control of Bell Shelter HMIS data and ensuring accurate and timely reporting to funders from HMIS data.
  • Function as in-house SAGE specialist for Bell Shelter staff and participate in regular SAGE trainings.
  • Take a lead role in ensuring program preparedness for program audits and planned internal audits.
  • Work with program managers to ensure compliance with data collection mandates. Work to solve any system-related obstacles to effective data management.
  • Assist in developing, updating, and implementing program policies & procedures to assure compliance with contract standards.
  • Develop and oversee internal reporting systems to support continuous quality control of all current and new programs.
  • Conduct periodic reviews and/or audits of service documentation (e.g., progress notes, assessment and treatment plans, and discharge plans) to ensure operational compliance with contract documentation standards.
  • Coordinate collection of program performance for monthly program and statistical and billing reports.
  • Assist in developing and providing training events to program staff pertaining to quality assurance/improvement and ensure that program teams meet the annual training requirements established by contracts.
  • Analyze data to support continuous quality improvement for enrollment, engagement, retention, service delivery, & outcomes.
  • Provide support to HR generalist when they are out with all COVID related matters, to include but not limited to data entry support for testing/vaccination of participants and staff.
  • Work within a team-oriented approach to meet the needs of clients to ensure excellence in overall service delivery.
  • Must be able to work evenings, weekends, and holidays.

Working Conditions

Ability to walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis. Ability to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Ability to operate computer, fax and telephone. Ability to lift up to 25 lbs. Some travel required to participate in training opportunities.

Due to licensing requirements, all employees/candidates for employment must be fully vaccinated and have booster shot or accept booster shot within 15 days of eligibility, unless they have an official exemption approved by The Salvation Army. This position requires employee to be vaccinated and have a booster shot against Covid-19 or to provide an approved exemption request form. Employees with exemptions must be tested for COVID-19 on a weekly basis and must provide a written copy of their test results per compliance regulations.

Minimum Qualifications

  • Bachelor's degree preferred and/or work experience of a minimum of 5 years with data management, special needs, low-income and/or homeless populations.
  • Advanced computer skills (Windows, Excel, Microsoft Office, and Powerpoint).
  • Ability to organize time, juggle priorities and develop effective communication materials.
  • Excellent communication, time management, and problem-solving skills.

Skills, Knowledge & Abilities

  • Ability to work well with others in difficult circumstances.
  • Service-minded, able to function in multi-faceted environment, and interact with and support staff in various departments.
  • Ability to confidently establish and sustain professional relationships. Must be a self-starter who possesses strong initiative.
  • Driving Test and clean MVR or Background Check (if applicable).
