Position Summary:

The Salvation Army Orange County's Anti-Trafficking Services provides human trafficking survivors in Orange County holistic care through trauma-informed, culturally-and linguistically-sensitive, strengths-based, and survivor-centered case management and advocacy.

Under the ATS Manager, the Anti-Trafficking Case Manager will provide comprehensive culturally appropriate case management services to survivors of human trafficking. Case Manager will support survivors in restoring dignity, choice, safety, and self-agency to continue a path toward self-sufficiency. This position will coordinate and monitor the day-to-day implementation and operations of the anti-trafficking program and assumes responsibility for all services eligible to trafficking survivors referred to The Salvation Army. The Case Manager provides direct services to survivors, including case management and another service for which the Client is qualified; operates within program budget and funds; serves as a liaison for the program; participates in public awareness and outreach; identifies and seeks partnerships of other agencies and organizations for collaboration.

Essential Functions:

  • Proficient in the practice of Trauma Informed Care
  • Conduct intakes to determine continuance of program enrollment based on established guidelines and requirements
  • Meets regularly with clients to discuss and evaluate their progress
  • Assist survivors of human trafficking in obtaining allowed public benefits, medical care, counseling, legal services and long-term housing
  • Assist with grant reporting duties to funders of the Survivors of Human Trafficking Program
  • Serves as the case manager for survivors of human trafficking in a partnership to provide comprehensive services; ensures comprehensive social services are provided in a timely manner including but not limited to: referrals to medical, mental health dental, immigration/legal providers; access to appropriate benefits, housing, childcare, supportive counseling/socialization, ESL, literacy, criminal justice system victim advocates; family reunification and coordination with life skill mentors and interpreters
  • Assumes responsibility for accomplishing program goals, which include providing targeted and culturally-sensitive services to survivors, enhancing the ability of professionals in the community to respond appropriately, increasing community collaboration and coordination, and increasing the number of survivors identified and served in the area
  • Assumes responsibility for services provided to survivors in coordination with victim coordinators of the FBI (Federal Bureau of Investigation) ICE (Immigration Customs & Enforcement), local police and/or U.S. Attorney's Office, and other service providers
  • Develop a safety and service plan in coordination with the survivor
  • Provides direct case coordination for all eligible survivors referred to the program and client assessment and case management, as necessary; serves as an on-call worker for survivor identification and outreach
  • Ensure that services delivered to clients using a client-centered, strengths-based approach
  • Maintain proper documentation of all services provided and ensures all staff and partners follow proper procedure as well
  • Ensure timely development of protocols to guide the local response to cases of trafficking
  • Participate as a member of 24-hour Crisis Response Team which includes assisting first responders with initial intake, placement and assessment of potential victims of human trafficking identified by law enforcement or other first responding entities
  • Participate in public awareness/outreach plan
  • Completes and submits progress reports and statistics/data entry in a timely manner
  • Supports the anti-trafficking policies of The Salvation Army
  • Prepares and maintain case records and logs on any interactions with clients; ensures the accuracy and completeness of the same
  • Consult the Anti-Trafficking Program Coordinator to get additional information, feedback, and approval on assistance with challenging or unusual participant situations
  • Provide safe home support to staff regarding client cases providing direction during scheduled on-call hours
  • Perform administrative support services
  • Maintain confidentiality of all records, reports and other materials relating to survivors of trafficking
  • Maintain an environment that enhances a positive self-image and preserves human dignity
  • Ability to provide culturally-sensitive case management
  • Refers clients to appropriate programs or other agencies based on clients' needs and in accordance with their program plan
  • Completes discharge plans of clients exiting the program; transfers file contents to non-active file; prepares card for follow-up mailing
  • Transport clients to and from appointments
  • Provide crisis management
  • Coordinates with Survivor Support Advocate to ensure support and safety of the house.
  • All other related duties as assigned

Working Conditions:

Must be able to sit, walk, stand, bend, squat, climb, kneel and twist on an intermittent or sometimes continuous basis. Must be able to grasp, push, pull objects such as files, file cabinet drawers, and reach overhead. Must be able to lift up to 25 lbs.

Minimum Qualifications:

  • BSW or Bachelor's degree in a related field and 2 years of experience - MSW preferred- providing case management to trafficking survivors, victims of crime, domestic violence, immigrant communities or similar population.
  • Any equivalent combination of training and experience which provides the required knowledge, skills and abilities.
  • Bi-lingual Spanish/English preferred.
  • Requires a valid driver license.
  • Deep commitment to the healing and well-being of human trafficking survivors.

Skills, Knowledge & Abilities:

  • Driving Test and clean MVR check (if applicable).
  • A criminal background check is required with certification for Protect the Mission policies and procedures.
  • Ability to work independently and manage multiple tasks in a fast paced environment.
  • Successful experience working in the social work field including client assessment, case planning, management and referrals.
  • Knowledge of trauma informed, culturally and linguistically-appropriate service provision strategies.
  • Knowledge of the principles and practices of client assessment, case planning, management and referrals.
  • Knowledge of the principles and practices of crisis intervention counseling.
  • Administrative skills in computers, record keeping, and organization.
  • Excellent interpersonal skills, verbal and communication skills, including public speaking.
  • Ability to recognize and maintain the confidentiality of the position.
  • Ability to make verbal presentations.
  • Ability to plan, organize and prioritize work in order to accomplish work in compliance with quality standards and deadlines.
Qualifications

Education
Masters of Social Work (preferred)
Bachelors of Social Work (required)

Experience
2 years: Experience in providing case management to trafficking survivors, victims of crime, domestic violence, immigrant communities or similar population. (required)

Licenses & Certifications
Driver's License (required)
